An apparatus for forming a plurality of holes in a rigid structure includes a power transmission box having a drive shaft for connection to a spindle of a power drive. A plurality of tool collars are provided, each having a tool shaft rotatably mounted within the housing and coupled to the drive shaft. A base plate is aligned substantially parallel to the side of the box having tool collars. At least one guide shaft maintains the base plate in the substantially parallel relationship. Pluralities of cutting tools are provided, each is secured within a respective tool collar and extends through the guide disposed within the base plate.
