PROBLEM TO BE SOLVED: To attain miniaturization of the device while maintaining quality of development and to restrain the quantity of treating liquid used in the development. SOLUTION: The film developing device is provided with a patrone support part for supporting a patrone in which a film 2 is wound and stored, a developing reel on which a helical film guide groove for guiding the breadth-directional end part of the film 2 is formed, a developing tank 42 for storing a part of the developing reel, a developing reel drive part for rotating the developing reel, a treating liquid supply part which fills treating liquid into the developing tank 42 up to such a depth that the inner end of the film guide groove is immersed by the treating liquid while the developing reel makes one rotation and a first conveyance part which draws the film 2 out of the patrone and inserts the same to the inner part of the developing reel, wherein the developing reel is attached in such a direction that the outside surface of the film 2 inserted from the first conveyance part becomes the inner side surface as the emulsion surface 2a of the film 2 in the patrone and a leader 2c is connected to the top end of the film 2.
