PROBLEM TO BE SOLVED: To prevent deterioration of an anode electrode in the case the electric potential of the anode electrode is elevated in a part of single cells constituting a fuel cell. SOLUTION: In the anode electrode of the fuel cell, this is equipped with a catalyst metal that is installed dispersedly in this anode electrode and promotes a battery reaction, and a suppressing mechanism of elevation of an electric potential that suppresses the elevation of the electric potential in the catalyst metal locally at the time of electric potential elevation when the electric potential of the whole anode is elevated. Here, the catalyst metal is equipped in a state mixed with a solid polyelectrolyte having an ion exchange group that shows hydrophilicity and also realizes the proton conductivity. Furthermore, the suppressing mechanism of elevation of the electric potential suppresses the elevation of the electric potential locally in the catalyst metal by making the circumference of the catalyst metal develop a state that shows hydrophobicity locally at the time of the elevation of the electric potential.
