PROBLEM TO BE SOLVED: To obtain a fuel compact of a shape as prescribed with high efficiency. SOLUTION: A vibration is given to a measuring cup (S5) so as to prevent adhesion of overcoated particles inside the measuring cup to the measuring cup. A mold lubricant is spread on a press die (S6), and press molding is performed by warm pressing (S7). Measured overcoat particles are pre-heated and carried to a press die throwing position (S8). The warm pressing and the preliminary carry facilitate the removal of die as the overcoated particles are molded by softening the binder in the overcoated particles, as it is.
