PROBLEM TO BE SOLVED: To provide a coating material composition capable of forming a coating film having an excellent reflection-preventing performance and high surface strength and having high water resistance. SOLUTION: The coating material composition is formed by including porous particles composed of aerogel and a matrix-forming material. The matrix-forming material comprises (A) a copolymerization hydrolyzate of a hydrolyzable organosilane represented by the general formula (1): SiX4(X is a hydrolyzable group) with a hydrolyzable organosilane having a fluorine-substituted alkyl group.
