To provide a process for producing a polyurethane resin providing a film soft at a low temperature and excellent in heat resistance and water resistance. A process for producing a polyurethane resin characterized by reacting at least one polyol (A) selected from the group consisting of polycarbonate polyol, polyester polyol and polyoxytetramethylene polyol, a polyoxyalkylene polyol (B) having a total oxyethylene group content of from 30 to 80 mass%, which has from 10 to 50 mass% of oxyethylene groups (inside oxyethylene groups) in the inside of its molecule and from 10 to 50 mass% of oxyethylene block chains (terminal oxyethylene chains) at the terminals of its molecule, and a polyisocyanate (C).
