A seat-belt retractor has, in order to absorb energy acting on a seat belt in an emergency, energy-absorbing means (second energy-absorbing means) using a twist of wire (2b) besides energy-absorbing means (first energy-absorbing means) using a twist of a rotation shaft of a spool. A receiving surface (surface on a circular plate member (2c)) for the wire (2b) and a wind-up surface (surface between the circular plate member (2c) and a plate body (2a)) for winding up the wire after it is pulled out from the receiving surface and twisted are on different planes. The length of the wire forming the second energy- absorbing means is set to be longer so that time for energy absorption by both a torsion bar and the wire can be longer.
