PROBLEM TO BE SOLVED: To prepare vector data expressing a chart frame faithful to an original text without damaging the original text for an original with many noises such as a scan image. SOLUTION: Whether or not data obtained by outlining binary data configuring a chart configure the cell of a chart frame is decided (S2001), and the data decided to configure the cell of the chart frame are converted into data expressing the chart frame with ruled lines and color painting outlines (S2002). Then, the converted data are synthesized with the data decided not to configure the cell of the chart frame, so that the vector data expressing the chart frame can be generated (S2005).
