PROBLEM TO BE SOLVED: To construct an outside insulation structure by using an outside insulation panel in place of a heat insulation material such as rock wool, by imparting high moisture releasing properties to a foamed resin panel. SOLUTION: Outside insulation of a reinforced concrete structure is implemented by arranging a number of moisture collecting spaces 11 which are each formed by shallowly cutting a large-diameter circle in an interior surface of the foamed resin panel 1, perforating a single or a plurality of moisture releasing holes 12 in each moisture collecting space 11 in a manner communicating with an outside of the foamed resin panel 1, and bringing the interior surface of each foamed resin panel into face contact with a wall surface of a concrete skeleton 2 to perform the outside heat insulation of the RC structure. In the reinforced concrete structure, each moisture collecting space 11 primarily collects the moisture of the concrete skeleton 2 on the wide range, and each moisture releasing hole 12 secondarily releases the moisture to the outside of the foamed resin panel 1, to thereby achieve application of the outside insulation panel 1. By setting the diameter of the moisture releasing hole to 5 mm or less, and preferably to 3 mm or less, venting resistance of the moisture releasing hole 12 is increased, and therefore degradation in the heat insulation properties of the foamed resin panel due to perforation of the moisture releasing holes 12 can be prevented.
