PROBLEM TO BE SOLVED: To provide an energy-saving instantly heated toilet seat which starts speedily and where safety property for preventing low-temperature heat injury etc. is secured. SOLUTION: This apparatus is provided with: a toilet seat 1 having a lamp heater 2 generating thermal energy in a hollow part; a human body detection means 3 for detecting the presence/absence of a human body; and a warm water heater 5 for heating washing water for washing the private part of the human body. A control part 4 energizes the lamp heater 2 when the detection means detects the human body, and stops energizing to the warm water heater 5 while energizing the lamp heater 2. By energizing the lamp heater only when detecting the human body, the toilet seat is not cold when the human body takes a seat. While energizing the lamp heater, energizing to the warm water heater is stopped, so that a power leakage/over current prevention cut-off apparatus never operates.
