<P>PROBLEM TO BE SOLVED: To provide a development device where toner in the toner supply will not cake, and to provide an image forming apparatus. <P>SOLUTION: When a first screw shaft 11 and a second screw shaft 12 are rotated, developer is repeatedly conveyed in circle, following a circulation conveyance path extending from a first developer path 21, an opening 24, a second developer path 22, an opening 25, and a first developer path 21 in that order. During the circulation conveyance, the developer is attached to the peripheral face of a developing roller 14, conveyed to a developing region D, between the developing roller 14 and a photoreceptor drum 222 so that an electrostatic latent image on the photoreceptor drum 222 is developed with the toner. A first notch 11b is formed in the first screw shaft 11, and a second notch 13b and a third notch 13c are formed in the third screw shaft 13. This makes it possible to cause the developer to flow in reverse from the circulation conveyance path to the toner supply path 26, thereby mixing the developer with toner in the toner supply path 26.
