<P>PROBLEM TO BE SOLVED: To provide a fixing device capable of preventing dew condensation due to moisture in a recording medium while preventing a user from touching a high-temperature rotary body, and to provide an image forming apparatus having the fixing device. <P>SOLUTION: The fixing device 90 is designed such that while a recording medium with an unfixed image held thereon is passed between a fixing roller 91 and a pressure roller 92 rotated in pressure-contact with each other, heat/pressure is added to the recording medium, and the unfixed image is thereby fixed to the recording medium. The fixing device 90 has a cover member 97 facing part of the respective peripheral faces of the fixing roller 91 and the other facing part of the pressure roller 92, except for the area where the recording medium is passed.
