PROBLEM TO BE SOLVED: To provide a digital broadcast recording and reproducing device that records an emergency broadcast program on the occurrence of the emergency broadcast program, but forcibly applies power to the apparatus to continuously provide an output to a video display device, displays the recording of the emergency broadcast program on the display section of the device or making a sound after start of recording of the emergency broadcast program so as to inform the user about the occurrence of the emergency broadcast program thereby suppressing useless power consumption, enables the user to immediately view the emergency broadcast program since the user recognizes the recording of the emergency broadcast program in a state of no application of power to the apparatus, can reproduce the emergency broadcast program by the user's intention, and enables the user to correctly grasp the emergency information from the top of the program. SOLUTION: In the case of detecting the occurrence of the emergency broadcast program, the digital broadcast recording and reproducing device automatically records the emergency broadcast program and informs the user about the occurrence of the emergency broadcast program by means of message display on the display section or the generation of light or a warning sound just after the start of video recording or just after the end of video recording.
