PROBLEM TO BE SOLVED: To provide a raw material (woven or knitted fabric) which can have washing-resistant antistaticity and water repellency could not been achieved by conventional techniques and have a soft swollen worsted yarn-like touch and a good black color-developing property. SOLUTION: This woven or knitted fabric to whose yarns polymer coating films consisting mainly of a fluorine-based compound and/or a silicone-based compound are imparted is characterized in that the yarns constituting the woven or knitted fabric contain composite yarns comprising at least two kinds of polyester-based multifilaments, wherein at least one yarn (A) constituting the composite yarn comprises sheath-core type conjugated fibers in whose each core an antistatic polymer is disposed, and a yarn length difference between the yarn (A) and the other yarn (B) satisfies the formula (1): 3%≤yarn length difference between the yarn (A) and the other yarn (B)≤30%.
