PROBLEM TO BE SOLVED: To provide an electrolytic capacitor having high electrostatic capacitance characteristic. SOLUTION: A capacitor element includes an electrode foil to which an aggregate of fine particles made of aluminum which is self-similar in the range of length of 2μm to 0.01μm and/or aluminum for forming an aluminum oxide layer is adhered to one side or both sides of smooth aluminum foil in which a foil thickness is 15μm to less than 35μm, and a separator wound on one side or both sides of smooth aluminum foil. Since the capacitor element contains water soluble metal complex containing a phosphoric acid and an electrolyte which contains water as a main solvent, the electrolytic capacitor having the high electrostatic capacity characteristic can be obtained.
