PROBLEM TO BE SOLVED: To provide an operating function monitoring device of a construction machine which can immediately detect irregularities in a solenoid valve contained in a locking lever device. SOLUTION: The locking lever device contains the solenoid valve 15 switching between permission and inhibition of outputting a pilot pressure signal for performing switching operation of a direction control valve 8 or the like and a controller 2, and is further provided with a judging means having a hydraulic detection sensor 5 for detecting a permission signal outputted from the solenoid valve 15 and permitting the output of the pilot pressure signal and judging whether or not an engine 1 is running, whether or not the locking lever 3 is retained to inhibit the solenoid valve 15 from outputting the pilot pressure signal and whether or not the permission signal is detected by the hydraulic detection sensor 5 and a processing means for executing processing for outputting a reporting signal reporting irregularity in the solenoid valve 15 according to the result obtained by the judging means, and monitors the operating function of the solenoid valve 15.
