PROBLEM TO BE SOLVED: To increase the compatibility of adhesion between a vinyl chloride sheet and a urethane coat by preventing the physical properties of the urethane coat formed on the vinyl chloride sheet from lowering due to the movement/vaporization of components from the vinyl chloride sheet. SOLUTION: This waterproof structure comprises the vinyl chloride sheet adhered to a substrate surface to form a first resin layer as a waterproof layer, a second resin layer formed on the first resin layer, and a functional coat layer formed between the first and second resin layers. The functional coat layer comprises both a plasticizer vaporization prevention function having high crosslinking density and dense molecular structure and formed of a material having a large number of functional groups of prepolymer and an adhesiveness promoting function between the first and second resin layers.
