PROBLEM TO BE SOLVED: To obtain raising seedling culture soil using active carbon having allelopathic agent absorbing capacity with an evaluation method enabling rapidly judging existence or nonexistence of allelopathic agent absorbing capacity. SOLUTION: The raising seedling culture soil is obtained by mixing culture soil having peat moss as the main ingredient with active carbon. As for the active carbon, active carbon which is judged with the evaluation method of allelopathic agent absorbing capacity that it has adsorbing and removing capacity of allelopathic agent secreted from a plant body to be sowed and raised on the raising seedling culture soil is used. The evaluation method of allelopathic agent absorbing capacity comprises dividing agar 26 into two with an active carbon layer 24, growing a raising seedling plant body 20 secreting allelopathic agent on the agar 26 of one side, sowing heads of lettuce 28, 28, ... to be affected by allelopathic agent on the agar 26 of the other side and judging that active carbon forming the active carbon layer 24 has allelopathic agent absorbing capacity in the case that the growing condition of the heads of lettuce 28, 28, ... are the same regardless of a distance from the active carbon layer 24.
