PROBLEM TO BE SOLVED: To provide a character reading apparatus and a character reading method capable of adequately reading and deleting any subject to be printed, such as a frame, that is not necessary for reading characters, regardless of printing variations; and a business form. SOLUTION: The character reading apparatus includes an information holding part for holding information indicating the position of a particular field in the business form; an image holding part for holding the business form's multiple-tone image information; an extracting part for extracting an area of the specific field's position information that corresponds to a particular field of the multiple-tone image information; a threshold setting part for checking the multiple tone levels of the extracted area through the analysis of the extracted area per pixel, and setting a threshold such that a single group of the multiple-tone levels is provided; a binarizing part for binarizing the multiple-tone image information using the threshold; and a character recognition part for recognizing characters using the binarized image information. The business form includes the portion of printing that should be dropped out and that is for indicating positions in which to write characters or signs, and a portion including reference printing that is printed to have the same color as the portion of printing to be dropped out.
