PROBLEM TO BE SOLVED: To provide technology to perform encoding of attribute information constituted of multiple bits while decreasing an amount of codes to be generated. SOLUTION: Since an attribute data conversion part 205 rearranges arrangement of bit strings constituting the attribute information using order data and transmits the attribute information after rearrangement to an image/attribute data encoding part 206 at a rear stage, the image/attribute data encoding part 206 encodes the transmitted attribute information.
