PROBLEM TO BE SOLVED: To provide a cationic or cationizable elastic polyurethane for cosmetic use and effective for improving the viscoelasticity of applied cosmetic and skin. SOLUTION: The cationic or cationizable elastic polyurethane is formed by reacting (a1) one or more cationic or cationizable units derived from one or more tertiary or quaternary amines having two or more reactive functional groups with labile H, (a2) one or more mixtures of two or more different nonionic units having two or more reactive functional groups with labile H and (b) one or more compounds having two or more isocyanate functional groups.
