PROBLEM TO BE SOLVED: To provide a method for manufacturing a toilet seat, which controls disadvantage in quality on the surface and can stably provide thermal sensation effect while improving productivity at the same time. SOLUTION: A toilet seat 1 is composed of a toilet seat body 2 and a heat insulating layer 3 formed at least on the surface of the sitting side of the toilet seat body 2. The toilet seat 1 is manufactured by using the toilet seat body 2 provided with numerous concave sections 22 provided independently so that convex sections 21 remain on and around the surface of the sitting side.
