PROBLEM TO BE SOLVED: To provide an oxide (an oxygen acid salt, an oxygen acid salt halide, a double oxide and a complex oxide) to which zirconium or hafnium and manganese are added, capable of efficiently emitting fluorescence of a visible region of a wavelength of 390-750 nm when the oxide is excited by light of a vacuum ultraviolet region such as resonance line emission of 147 nm of a xenon atom, and which is expected to be applied to a fluorescent material such as a cathod-ray lamp for which mercury is not used. SOLUTION: The oxide is the oxygen acid salt, the oxygen acid salt halide, the double oxide or the complex oxide containing Zr or Hf in a ratio of 0.001 atomic% or more and 10 atomic% or less based on total atoms, and Mn in a ratio of 0.001 atomic% or more and 5 atomic% or less based on total atoms.
