PROBLEM TO BE SOLVED: To provide a transmission ratio variable steering device of a hybrid vehicle capable of performing comfortable drive or the like while the operational noise of a transmission ratio variable motor 9 is not transmitted to an occupant when an engine 1 of the hybrid vehicle is not stopped.

SOLUTION: When the engine 1 is stopped, and a vehicle speed Vs is not higher than a predetermined value Vth, a locking means is controlled to be in a locked state. Changing operation to a locked state and to an unlocked state is performed while the engine 1 is in operation.
