<p><P>PROBLEM TO BE SOLVED: To provide an electromagnetic device with enhanced insulation function for generating high-voltage pulsed voltage, for example, a starter for a high-voltage electric-discharge lamp. <P>SOLUTION: The electromagnetic device with transformer configuration which includes a rod-like ferrite core 3, a coil winding 2 wound around the side of the ferrite core 3 in a single layer as a secondary winding for high voltage, and a coil winding 1 wound around the upper layer of the coil winding 2 as a primary winding.
