PROBLEM TO BE SOLVED: To provide a suspicious person determining device capable of further surely determining a suspicious person. SOLUTION: The suspicious person determining device is provided with a face detector 12 for detecting a human face from an photographed image obtained by photographing a prescribed area, a face direction determining part 13 for determining the direction of the face detected by the face detector 12, a storage 14 for storing the preset face direction, and a control unit 18 which collates the face direction determined by the face direction determining part 13 with the face direction stored in the storage 14, and measures a period of time when each face direction coincides with each other on the basis of the collation result. When the period of time measured by the control unit 18 exceeds a prescribed value, a person having the face detected by the face detecting part 12 is determined as the suspicious person.
