PROBLEM TO BE SOLVED: To provide a pipe open and close structure making fluid smoothly pass through under a pipe open condition. SOLUTION: In a valve device 10 for an exhaust pipe, a valve 24 provided in a valve body 12 rotates together with a rotary shaft 16 to open and close the valve body 12. A downstream side valve seat 28 which is a stepped part formed along a circumference direction on only one side inner circumference part in relation to the rotary shaft 16 is formed as a stepped part facing a downstream side on a pipe wall of the valve body 12 and an upstream side valve seat 30 which is a stepped part formed along a circumference direction on only another side inner circumference part in relation to the rotary shaft 16 is formed as a stepped part facing an upstream side on the pipe wall of the valve body 12. The valve 24 abuts on the downstream side valve seat 28 and the upstream side valve seat 30 under a condition positioning at a blocking position to block the valve body 12 and rotates around the rotary shaft 16 and separates from the downstream side valve seat 28 and the upstream side valve seat 30 to open the valve body 12.
