The invention relates to a method for forming cement or concrete by electrolysis of a brackish medium wherein calcium carbonate and magnesium hydroxide are precipitated by said electrolysis. The method comprises a first stage in which the electrodes are fed in such a way as to polarize the cathode in order provide the pH of the brackish medium with a first value such that the calcium carbonate and magnesium hydroxide are gradually deposited on the cathode, said stage being such that the deposit comprises a large proportion of magnesium hydroxide, and a second stage in which the supply of the electrodes is controlled in such a way that the pH of the brackish medium assumes a second value which is lower than that obtained during the first stage, said second value enabling the magnesium hydroxide to dissolve,wherein the duration of the second stage is sufficiently long in order to obtain a deposit containing an amount of calcium carbonate which is substantially higher than the amount of magnesium hydroxide.
