PROBLEM TO BE SOLVED: To provide an electronic watermark verification method and system, and a program capable of realizing an emulating means for reproducing characteristics unique to an image display medium and an image reading apparatus, confirming propriety of electronic watermark detection, evaluating a watermark embedded image displayed on the display medium without the need for using a real machine, and realizing functions of storing information knowable in the processes of setting and evaluation with respect to emulation used at the evaluation and an obtained evaluation value. SOLUTION: The electronic watermark verification system includes: an environmental condition emulating means to which a detection environmental condition for detecting an electronic watermark is preset and for obtaining an effective value effected on detection by the detection environmental condition through arithmetic operations; an electronic watermark detection means for detecting the electronic watermark on the basis of the effect value obtained by the environmental condition emulating means to obtain a detection evaluation value; and a discrimination means for comparing the detected evaluation value for detecting the electronic watermark by the electronic watermark detection means with a prescribed threshold value to discriminate the detection propriety.
