PROBLEM TO BE SOLVED: To provide a gray binary conversion section capable of accelerating an operating speed of an encoder comprising a function for correcting a babble error contained in an inputted thermometer code. SOLUTION: A gray binary conversion section 46 generates binary codes B0Z-B4Z based on decomposed gray codes and decomposed binary codes within 3 bits, among decomposed gray codes and decomposed binary codes generated by first to fourth encoding sections 41-44.
