PROBLEM TO BE SOLVED: To provide an edit apparatus, an edit method and program capable of quickly editing a moving image file by partially converting the moving picture file into proxy data and to provide a file management apparatus and a file management method. SOLUTION: A plurality of division data resulting from dividing data in one or two or more moving image files by an optional size are prioritized on the basis of a degree of request of the division data, the division data are converted into proxy data in the prioritized order, and the proxy data converted from the division data are edited.
