PROBLEM TO BE SOLVED: To provide a developing device and a process cartridge which can realize proper supplying of developing bias voltage to the developing roller and can form proper images over a long time. SOLUTION: The developing device has a roller 13b for supplying developer to the image carrier, an electrical contact 23 for supplying a voltage to the roller 13b, a conductive resin flange 132f fixed to an end of the roller 13b, and a support 18b for rotatably supporting the roller 13b. Further, it has an intermediate component 20 fixed at the contact point of the conductive resin flange 132f and the support 18b, and the resistance to abrasion of this intermediate component 20 with respect to the support 18b is higher than that of the resin flange 132f at the contact area with the support 18b.
