PROBLEM TO BE SOLVED: To provide an image forming apparatus achieving high speed in a drying process, without deteriorating the transfer characteristics or damaging toner images, and to provide image forming method. SOLUTION: The image forming apparatus is provided with a means of forming an electrostatic latent image on an image carrier surface, a developing means of forming a toner image on the image carrier by developing the electrostatic latent image by liquid developer containing toner particles and carrier liquid, a means of supplying heating solvent with temperature which is higher than the temperature of the liquid developer to the image carrier on which the toner image is formed, a means of removing the heating solvent and excessive carrier liquid in the toner image and a means of transferring the toner image on the image carrier to the transfer body by pressure.
