PROBLEM TO BE SOLVED: To prevent an image forming speed from being decelerated by delay of image region segmentation and to keep high identification accuracy when performing image region identification using both micro segmentation and macro segmentation. SOLUTION: If a macro segmentation speed is equal with a printing speed or a micro segmentation speed or higher, macro segmentation is judged valid and a pixel type determination is totally made using both a macro segmentation result and a micro segmentation result. If the macro segmentation speed is lower than the printing speed or the micro segmentation speed, the macro segmentation is judged invalid and the pixel type determination is totally made only based on the micro segmentation result without waiting for the completion of the macro segmentation.
