PROBLEM TO BE SOLVED: To prevent high pressure fuel from leaking to the low pressure side in a three-way valve, when switching the three-way valve. SOLUTION: A high pressure fuel supply passage 5a, a fuel flowing passage 15 and a low pressure fuel return passage 27a are opened in a pressure switching chamber 30 of the three-way valve 8, and an opening 31 of the high pressure fuel supply passage 5a and an opening 33 of the low pressure fuel return passage 27a, are respectively controlled for opening and closing by a first valve element 31 and a second valve element 32. When switching a communication destination of the fuel flowing passage 15 to the flow pressure fuel return passage 27a from the high pressure fuel supply passage 5a, the communication destination is switched to a state of closing the first valve element 32 and opening the second valve element 34, after passing through a state of closing both the first valve element 32 and the second valve element 34, from a state of opening the first valve element 32 and closing the second valve element 34.
