PROBLEM TO BE SOLVED: To provide an end mill raw material and an end mill, preventing a tip from coming off from a shank, having stable life, and easily adjusting the length of a neck part. SOLUTION: This end mill includes: a substantially cylindrical tip 32 obtained by integral molding of a layer 35 formed of a cubic boron nitride sintered body and a cemented carbide layer 36; and the shank 33 coaxially connected to the tip 32, wherein the joint part between the tip 32 and the shank 32 is a bonding layer 42 including diffusion layers 43, 44 where metal element is diffused to at least one of the tip 32 and the shank 33.
