A rotor (120) having a center of mass offset from the center axis of rotation, is coaxially arranged within a stator (110). A drive circuit controls the driving current to the stator field winding (114) for electromagnetically inducing the rotor to rotate. A casing which houses the stator and the rotor maintains a predetermined air gap (140) between the stator and the rotor.
