PROBLEM TO BE SOLVED: To obtain a belt satisfying both a high hardness and saved energy (reduction in energy loss) and a rubber composition to become a raw material for the belt. SOLUTION: The rubber composition for a belt comprises (A) 100 parts by mass of a rubber component composed of natural rubber and terminal-modified polybutadiene rubber in the compounding ratio of the natural rubber to the terminal-modified polybutadiene rubber of 10/90-90/10 (mass ratio), (B) 0.3-10 parts by mass of a specific hydrazide and its derivative, (C) 5-50 parts by mass of silica and (D) 0.1-5 parts by mass of a silane coupling agent.
