PROBLEM TO BE SOLVED: To provide a method for reforming a hydrocarbon-based heavy raw material, capable of recovering a large amount of a reformate product useful as a base material for a product oil, such as of a light oil, having high value, capable of decreasing an amount of impurities mixed into the reformate product, and capable of easily handling a residual heavy component. SOLUTION: This method for reforming the hydrocarbon-based heavy raw material comprises subjecting the raw material to reforming treatment accompanied with lightening, wherein the hydrocarbon-based heavy raw material is subjected to the reforming treatment by feeding the raw material into a first thermal cracking region-composing part (first thermal cracking region) 1 containing steam and heated at 300-500°C, then a component (light component) A which is separated from the hydrocarbon-based heavy raw material by thermal cracking in the first thermal cracking region composing-part 1 is transferred to a second thermal cracking region-composing part (second thermal cracking region) 2 heated at 400-600°C together with the steam and further subjected to the reforming treatment, so that the reformate product is formed.
