A personal identification system utilizing a mobile terminal with a camera but having no restriction on the direction for the user to take a registered image or an identification image. For the identification, the personal identification system creates images by rotating the registered image of the user by 90 degrees, 180 degrees and 270 degrees, holds the extractions from the registered image and the individual extractions of the characteristic quantities from the registered image and those rotated images, as identification information, and compares the characteristic quantities of the identification image and the characteristic quantities of the four images thereby to identify the person.
