A block noise reducing device comprises a frame correlation judging section (10) for judging the level of the correlation between decoded image signals of frames, a flat area detecting section (30) for detecting as a flat area an image area where the differences of the brightnesses between adjacent pixels are small from the decoded image signal, a high-frequency area detecting section (40) for detecting as a high-frequency an image area containing high-spatial frequency components from the decoded image signal, a smoothing section (60) for smoothing the decoded image signal for a predetermined area, and a processing area setting section (50) for setting an image area for which the smoothing section (60) smoothes the decoded image signal. The processing area setting section (50) sets as a processing area at least an area which is a flat area but not a high-frequency area of the decoded image signal of frames having low level of correlation between them.
