PROBLEM TO BE SOLVED: To enable high speed access to a recording medium in a recording and reproducing device for use in a digital camera or the like. SOLUTION: The recording and reproducing device, which generates a map file of a write-protected removable recording medium, comprises a map file storage location decision means for storing the map file selectively in a write-enabled built-in recording medium or another removable recording medium.
