PROBLEM TO BE SOLVED: To provide an elastomer having open cell, composed of a thermoplastic elastomer, excellent in a liquid-absorbing property and a property discharging a liquid and an elastomer having open cell and excellent in chemical resistance, low elution property, etc., and a draining roller, a squeezing roller and a swab obtained by using the elastomer and to provide a method for producing the elastomer having open cell. SOLUTION: The elastomer having open cell is composed of a thermoplastic elastomer and has a three-dimensional film structure. In the elastomer, 20-100 pores having≥40μm maximum diameter are contained in a cutting face having 500μm×500μm diameter and these pores are formed of a film and≥70% of these pores contain≥3 through holes each having≤20μm opening maximum diameter of≥1/20 based on maximum diameter of these pores in each pore.
