PROBLEM TO BE SOLVED: To provide a wear-resistant steel superior in bendability, and to provide a manufacturing method therefor. SOLUTION: This wear-resistant steel has hardness distribution in which the minimal hardness among hardness in parts from the steel surface to 5 mm deep is lower than the maximum hardness among hardness in further inner parts, by 40 HV or more; has a structure in which the part from the steel surface to 5 mm deep is mainly formed of bainite, and the further inner part is mainly formed of martensite; and has a component composition comprising, by mass, 0.1-0.35% C, further preferably 0.1-0.35% C, 0.05-1% Si, 0.1-2% Mn, 0.02% or less P, 0.005% or less S, 0.005-0.03% Nb, and the balance substantially Fe. The manufacturing method comprises hot-rolling steel having a predetermined component composition, immediately cooling it to an Ms point±25°C, temporarily stopping cooling, recuperating the temperature to the Ms point+50°C, and then recooling it to room temperature.
