PROBLEM TO BE SOLVED: To provide an adhesive composition, an adhesive layer and adhesive sheets for a vibration-damping material, which are excellent in vibration-damping performance. SOLUTION: The adhesive composition for the vibration-damping material contains a urethane polymer and an acrylic monomer as essential components and is curable by radiation to form a layer wherein the peak temperature of loss tangent (tanδ) is≥-20°C. The adhesive layer for the vibration-damping material can be formed by using the adhesive composition for the vibration-damping material. The adhesive sheets for the vibration-damping material are obtained by forming the urethane polymer from a polyol and a polyisocyanate in a solution containing the acrylic monomer as an essential component, applying it to a temporary adhesion support or a substrate and curing it through radiation exposure.
