Utilization of PCI capable of inhibiting the activity of HGFa as well as an anti-PCI antibody capable of neutralizing any HGFa inhibition. There is provided a tissue regeneration and/or repair control regulatory agent comprising PCI as an active ingredient. Further, there is provided a tissue regeneration and/or repair accelerator comprising an anti-PCI antibody (especially, anti-PCI antibody capable of neutralizing PCI (anti-PCI neutralization antibody)) as an active ingredient.
