PROBLEM TO BE SOLVED: To reduce excessive network congestion which is possibly caused since many accessible nodes send enumeration requests at the same time according to the enumeration requests, and also to reduce the possibility that a malicious node forces many accessible nodes to send enumeration requests at the same time. SOLUTION: Enumeration requests are sent from a node in a network.
