PROBLEM TO BE SOLVED: To provide an organic EL panel capable of increasing wiring resistance, and manufacturing a second electrode formed on an upper part of an organic EL layer without using a photolithography method and a film formation mask, and having a segment part (in particular, a segment part capable of variably displaying an image). SOLUTION: This organic EL panel includes the segment part comprising a substrate, a first electrode formed on the substrate, an organic EL layer and a second electrode. The organic EL panel is characterized by that the segment part has a plurality of segments; the first electrode has a stacked structure comprising a metal electrode and a transparent electrode and is a shared electrode for the plurality of segments; and the second electrode is divided into a plurality of parts by separation barriers each having a reversely-tapered cross-sectional shape.
