PROBLEM TO BE SOLVED: To provide a file management technology reporting information of a plurality of files by one mail when conditions such as time and the number of items are satisfied by storing file information stored in a distribution server in a plurality of times. SOLUTION: A file management system is provided with: a distribution device 4 which receives file and user information transmitted from a file preparing device 1, acquires an address to refer to the file and an address of a user having access right about the file from the user information, transmits the file to a database device to count the number of transmitting times, and notifies the user having the access right of the addresses to refer to the transmitted files while putting the addresses together when the number of transmitting times becomes the predetermined number of times; and the database device which receives files from the distribution device 4 and transmits the addresses and an address right to refer to the file to the distribution device 4.
