FIELD: liquid waste treatment. ^ SUBSTANCE: invention provides complexion structure containing conducting or semiconducting substrate, to which organic polymer film is grafted containing monomer selected from 4-vinylpyridine and vinylbipyridine plus cross-linking agent, namely divinylbenzene.
